Whole scenario, tracking important tech., from biz pain to pleasure, adapting organization, infrastructure alignment, internal and external communication, market role. This may not be the unique solution- just one of them. I think technology leaders should play the role of communicator between CEO and technology development team/group.
Born or development is trivial question, more important is the capability of organizing and composing his team through effective communication.
